2 activities were conducted within the visit, namely handing over the Project Improving the SAO’s office operation governance toward modernization (E-Office Project) and organizing a training course for Laos auditors.
According to the plan, on the afternoon of March 04
th, at the headquarters of the State Audit Organisation of Lao PDR (SAO) based in the capital city Vientiane, President of SAO, Mr. Viengthavisone Thephachanh, along with other SAO leaders and experts had a meeting with the SAV delegation.
At the meeting, the President of SAO expressed his pleasure to welcome the delegation and affirmed that the visit of the SAV delegation would contribute to the realization of the bilateral Memorandum of Understanding (MOU) and to strengthening the close bond between the two Parties, States and Peoples of Viet Nam and Lao PDR.
He emphasized E-office Project is important and practical to SAO, representing the honest and wholehearted support of SAV for SAO. The success of the Project was gained thanks to the active and effective coordination among SAO, SAV, LaoViet Bank and Star Telecom Company (Unitel) so far.
Deputy Auditor-General Ha Thi My Dzung thanked SAO for their cordial and hospital welcome and reception, concurrently expressed expectation that the meeting would discuss the future cooperation in line with the policies of the two Parties, States and with the view to further deepening the relationship between the two SAIs.
Ms. Dzung stressed, evolving along with the establishment and development course of the two SAIs, a wide range of cooperative activities have been conducted in the more practical and effective manner and in prompt response to the SAO’s need for professional exchange and training. In which, most of the activities are efficacious and carried out in regular basis, namely the high-level exchange, experience exchange, workshops, conferences, talks on legal framework enhancement and audit profession, cooperative audit, training, facility support and information, document exchange.
Mr. Viengthavisone appreciated Ms. Dzung for full review of the bilateral special and thorough cooperation. He also suggested that the two SAIs continue close coordination for the activities to be conducted in syn and with effectiveness, facilitate the cooperation of the offices at the regional level. He expressed the wish that SAV organizes short-term training courses on the topics at the SAO’s need and considers the possibility to provide long-term training scholarships for SAO’s officials and auditors.
Responding to Mr. President’s words, Ms. Dzung stated that such suggestions and proposals would be reported to SAV Auditor-General in the way that SAV would take great effort to realise as many suggestions as possible. For the proposal of scholarship provision, as it is under the cooperation of the two Governments, SAV would report thereon to the competent authority for considering the possibility.
Taking this opportunity, Ms. Dzung conveyed the invitation of the Auditor-General of Viet Nam to Mr. Viengthavisone Thephachanh and his colleagues to visit Viet Nam and participate in 30
th year anniversary of SAV’s establishment which is held in this July. Ms. Deputy Auditor-General emphasized it is no doubt that hand-in-hand effective cooperation of SAO’s esteemed colleagues has enormously contributed to the success and achievements that SAV has gained over the past 30 years.
Last but not least, Ms. Dzung wished SAO leadership and staff, representatives from Viet Nam Embassy in Lao PDR, LaoViet Bank, Unitel, Vietnam – Laos Cooperative Commission a happy Laos traditional New Year and the future bilateral relations between the two SAIs further strengthened.
Closing the courtesy meeting and on behalf of the SAV leadership, Ms. Dzung presented 20 laptops for SAO.
Within the visit, SAV delegation also attended the E-office Project Handover Ceremony with the presentation and observation of stakeholders including LaoViet Bank, Unitel, Viet Nam Embassy in Lao PDR, Vietnam – Laos Cooperative Commission./.
