Outstanding performance in key tasks on international integration and cooperation in 2024

(sav.gov.vn) – The year 2024 marked a dynamic and effective period for the State Audit Office of Viet Nam (SAV) in the field of international integration and cooperation. In addition to excelling in key tasks outlined in the Joint Resolution No. 11/NQLT-BCSĐ-ĐU dated 23 January 2024 of the Party Affairs Committee and the Party Executive Committee of SAV, as well as Directive No. 811-CT/BTV dated 5 January 2024 of the Standing Board of the Party Executive Committee of SAV on successfully fulfilling comprehensive political tasks for 2024, and in celebration of SAV’s 30th anniversary of establishment, the SAV has proactively asserted its position, role, and influence within the community of Supreme Audit Institutions (SAIs) in the region and worldwide.

Extensive bilateral cooperation: Broad in scope, deep in expertise, and diverse in form

Alongside maintaining close relations with traditional partners in Southeast Asia and Northeast Asia, the SAV has significantly expanded its network of partnerships in regions with high cooperation potential, such as Northern Europe and South America. Based on practical needs and SAV’s strategic development orientation, in addition to strengthening high-level diplomatic engagements, working delegations have proposed numerous audit-related seminars to facilitate the exchange of expertise, fostering new solutions, opportunities, and forms of collaboration between SAV and leading SAIs worldwide.

Specially profound Viet Nam–Laos cooperation

High-level engagements between the Lao State Audit Organization and the Chairman of the National Assembly of Viet Nam Tran Thanh Man; between the SAV and the Vice Chairman of the Lao National Assembly Sommad Pholsena; and between the two Auditors General in 2024 underscored the particularly profound friendship between the two institutions.

Based on the 2022 Cooperation Agreement and the 2024 external affairs plan, the SAV has focused on targeted and impactful cooperative initiatives, delivering tangible benefits such as completing the E-Office project, providing equipment support, organising audit training courses for Lao auditors, and hosting regional-level seminars on various specialised topics to enhance the capacity of newly established audit offices under the Lao State Audit Organization.

Expanding cooperation with leading SAIs worldwide

International integration requires SAIs to engage in diverse and multidimensional interactions, with technical cooperation as the cornerstone. Emerging frameworks and mechanisms necessitate the expansion of audit activities beyond national and regional boundaries to address shared challenges across the global community.

With the aim of keeping pace with emerging trends and adopting best practices suited to Viet Nam’s context, in 2024, the SAV conducted numerous high-level engagements and knowledge-sharing initiatives with leading SAIs such as those of Peru, the United Kingdom, Sweden, Finland, Malta, Russia, India, Canada, Greece, and Georgia, as well as international professional organisations such as the Canadian Audit and Accountability Foundation (CAAF) and the Association of Chartered Certified Accountants (ACCA). These technical seminars focused on major themes, including environmental protection, climate change, sustainable development, anti-corruption, waste prevention, and enhancing financial transparency.

Beyond high-level engagements, the SAV has also expanded technical training, research, and information exchange channels with various development partners, leveraging international resources to strengthen audit capacity within the sector. Accordingly, in 2024, dozens of participants attended training programmes, both in-person and online, sponsored by international organisations such as CAAF, the Korea International Cooperation Agency (KOICA), the Japan International Cooperation Agency (JICA), and the United States Agency for International Development (USAID). Additionally, training courses organised by SAIs in host countries such as South Korea, China, Indonesia, and India have further contributed to capacity-building efforts for SAV auditors.

Successful election to ASOSAI Audit Committee – Further affirming SAV’s image as a responsible and professional institution

Becoming a member of the ASOSAI Audit Committee for the 2024–2027 term

Following its successful tenure as Chair of the Asian Organisation of Supreme Audit Institutions (ASOSAI) for the 2018–2021 term and its continuous service as a member of the ASOSAI Governing Board for three consecutive terms, the SAV was honoured to be elected as a member of the ASOSAI Audit Committee for the 2024–2027 term at the 16th ASOSAI Assembly held in India. This recognition not only reflects the international community’s acknowledgment of SAV but also presents a significant opportunity for the institution to engage in learning, enhance its capabilities, and adopt advanced auditing methodologies in an international setting.

Thoughtful, dignified, and effective organisation of key international integration events

As part of its international cooperation activities marking the 30th anniversary of its establishment, the SAV successfully hosted the international workshop on "The Role of SAIs in Combating Corruption, Enhancing Transparency, Public Integrity, and Good Governance", which welcomed nearly 50 international delegates, including many leaders from SAIs and international organisations. The event left a lasting impression and contributed to elevating SAV’s international profile.

Within the framework of the International Organisation of Supreme Audit Institutions (INTOSAI), the SAV also successfully chaired the 8th Meeting of the INTOSAI Working Group on Big Data (WGBD) in Ninh Binh. This highly specialised event fostered cooperation and knowledge-sharing in the field of big data—one of the key trends in modern auditing.

At the regional level, the SAV continued to demonstrate its leadership as Chair of the Strategic Planning Committee of the ASEAN Supreme Audit Institutions (ASEANSAI) and remained an active ASEANSAI member through numerous practical initiatives. Notably, the SAV successfully organised the ASEANSAI Experience-Sharing Workshop on Environmental Management and Protection in Industrial Clusters and Craft Villages, further reinforcing its commitment to regional collaboration.

Determined to effectively implement international integration and cooperation tasks in 2025

In 2025, the SAV will continue to prioritise key cooperation and knowledge-sharing topics, including waste prevention, digital transformation, and the optimisation of audit operations for greater efficiency and effectiveness.

Building on its achievements in 2024, the SAV has developed its 2025 External Affairs Plan, with the overarching goal of "Effectiveness, focus, and depth in areas of SAV’s interest while enhancing SAV’s international standing."

To achieve this, the SAV will align its activities closely with the foreign policy guidelines, resolutions, and policies of the Party and the State; proactively and deeply integrate with traditional partners while expanding cooperation with those excel in emerging audit fields; place technical integration at the core of its efforts, leveraging the expertise of other SAIs and existing cooperation agreements, as well as actively pursuing new agreements to enhance SAV’s capacity in line with the Office’s evolving needs; continue to play an active and leading role in the international community, particularly in fulfilling its duties as a member of the ASOSAI Audit Committee; efficiently manage and utilise development assistance resources from international partners, progressively positioning itself as a trusted partner for both domestic and international development agencies.

With technical integration as the foundation, international cooperation and integration will continue to serve as a bridge for knowledge and experience. At the same time, these efforts will further reinforce SAV’s role and position within the region and globally, thereby contributing to enhancing its international standing in Viet Nam’s journey of reform and integration in this era of global expansion.
