SAV met to review outcomes of the 14th ASOSAI Assembly
On 18 October 2018 a meeting was convened in Hanoi to review the outcomes of the 14th ASOSAI Assembly which was held during 19 – 22 September 2018 in Viet Nam. Vice Chairman of the National Assembly Mr. Phung Quoc Hien was among the participants.
Speaking at the event, Deputy Auditor General Mr. Doan Xuan Tien gave a summary of key performance of the Assembly. In his report, Tien briefed that the event was organised in 19-22 September 2018 with the participation of 250 delegates from ASOSAI member SAIs, international organisations and observers. Under its agenda, the congress discussed and approved as many as 30 working items relating to ASOSAI strategic plan, annual actions, professional development and financial budget, and lots of major issues concerning future growth direction for ASOSAI activities, as well. He also highlighted that there were about 257 articles and news items produced by local and regional newspapers, magazines and broadcasters about the Assembly activities.
Tien said that the opening ceremony and the 40th anniversary of the ASOSAI Charter, the first and second plenary sessions, the 7th symposium, and the courtesy calls by heads of delegations on the State President Tran Dai Quang and to the head office of SAV were major operations of the Assembly. At the first plenary session, the role of ASOSAI chairmanship was handed over to the Vietnamese Auditor General by the Malaysian Auditor General for the three year term of 2018-2021.
The 7th symposium on Environmental Auditing for Sustainable Development was among the most interested in the Assembly agenda. It was attended by some 400 people from member SAI delegates, INTOSAI agencies and working groups, international and local auditing companies, professional associations and training institutions, etc. Multiple discussions and exchanges on new knowledge and experience on environmental auditing took place in the context of the symposium. Many good practice and solutions to promoting the effectiveness of environment audits in respective SAIs were shared at the event, as well. The conference also re-affirmed the significance and brought about a deeper insight into the critical role that environmental audits might play to the implementation of sustainable development goals in each Asian country and the region as a whole.
The Assembly adopted the Hanoi Declaration and approved the transferring of ASOSAI Secretariat function to SAI China from SAI Korea at its second plenary session. The Hanoi Declaration officially conveys key messages of ASOSAI and contained possible measures and solutions to achieving its strategic objectives by ASOSAI member SAIs in the coming years, and to supporting the implementation of the UN sustainable development goals, as well.
Tien held that the Hanoi Declaration confirmed again common concerns, efforts and practical contributions from the entire ASOSAI community for the pursuit of the UN’s 2030 Agenda for Sustainable Development .
On this occasion, many sideline activities also took place before and after the Assembly. They included technical meetings by the ASOSAI Secretariat, Capacity Development Administrator and INTOSAI Development Initiative (IDI), the 52nd and 53rd Meetings of ASOSAI Governing Board, and several bilateral meetings and social and cultural programs.
Addressing the meeting, the Vice Chairman of the National Assembly lauded the great efforts by the State Audit Office, the proactive cooperation from various ministries and agencies, and the precious support from partner SAIs to turn the Assembly into a good success. He highlighted that the event was among the three biggest multilateral events hosted by Vietnam in 2018 and attributed the achievement to the activeness and careful preparation particularly by SAV at all phases.
The vice chief legislator expressed his belief that the Assembly the first of its kind in Vietnam would lay a better launch pad for the SAV to take further initiatives in order that it could fulfill its role as ASOSAI chairman for 2018-2021.
In concluding the meeting, Vietnamese Auditor General Mr. Ho Duc Phoc insisted that the successful hosting of the 14th ASOSAI Assembly not just marks a new advancement of SAV to its international cooperation process but also helps promote Vietnamese culture and traditional values to foreign friends and partners. He also affirmed as the Chairman of ASOSAI for 2018-2021 that SAI Vietnam would continue to do its utmost efforts to implement all commitments made at the Assembly, in which capacity building in member SAIs and making ASOSAI a sample organisation and a good contributor to Asian economic development are key topics.
