After 4 years of operation, many activities of the Project were successfully conducted. Dozens of conferences, workshops and training courses provided important networking opportunities for over 420 officials and auditors of the SAV to share experience and knowledge on the audit of public debt; state budget; risk-based approach; improvement of the quality of audit report; enhancement of audit follow-up process; and strengthening of cooperation with stakeholders. The SAV got the training materials finalized on public debt audit, state budge audit; ISSAI based financial audit. In addition, the draf financial audit/ compliance audit manuals and the Strategic audit planning guidelines have been finalized on the basis of concensus among the relevant sides. Accordingly, the state auditors have been trained and provide with opportunity to conduct pilot financial audit in application of Financial Audit Guidelines and and use of IDEA software.
Over the past year, the SAV has made great efforts to establish relationships with international development partnes such as WB, EU, ADB, GIZ...and implement several technical assistance programs and projects to take advantage of its resources and international experiences in order to contribute to the SAV’s capacity building and whole development process as well.
The EU-PFMO Project has made an important contribution to the completion of the goals under the SAV Development Strategy until 2020. Based on the results obtained from the Project, the SAV and EU are proceeding with discussions on ability and opportunities for future cooperation in order to promote acquisition and application of modern methods of auditing and best practice into the SAV’s practical operation, especially in new types of audit such as environmental auditing, IT auditing and application of big data in audit activities.
