His excellency Mr. Tran Sy Thanh elected Chairman of the Hanoi People’s Committee for the 2021 - 2026 tenure

In his inauguration speech, Mr.Thanh emphasized the important roles and responsibilities assigned to lead the political tasks. “I vow to devote myself to continuously studying, practising and maximizing the positive knowledge, skills and experiences accumulated during my career”, said Thanh.
 
Mr. Tran Sy Thanh, the new Hanoi People’s Committee Chairman, said that he will focus resources to effectively implement the Politburo's Resolution No.15 on directions and tasks for the development of capital leading up to 2030 with a vision towards 2045. Especially, the breakthroughs will be prioritized in three areas: (i) To modernize and develop quicky and synchronously the socio-economic infrastructure system, including major constructions; (ii) To improve the mechanisms and policies, promote decentralization, strengthen law enforcement and make social administration and urban management more efficient and (iii) To develop human resources, especially the high-quality ones in key areas such as social management, economic administration, and culture and tourism.
 
Mr. Thanh committed to promoting the Capital's achievements over the periods, to continue with reform, be creative, be flexible in direction and administration, to create a stronger and more comprehensive transformation during the 2021-2026 tenure and contribution to a richer, more beautiful and more modern Hanoi.
 
He also promised to achieve the goal of turning Hanoi into the development center and driving force of the Red River Delta, the northern key economic region and the whole country, the globally-connected city with a high standard of living and quality of life and a level of development on par with Capitals in developed countries in the region and the world.
On July 15, according to Decision No.567-QDNS/TW dated July 14, 2022, the Poliburo mobilized Mr. Tran Sy Thanh, member of the Party Central Committee and Auditor General of the State Audit Office to resign from the position of Secretary of Party's Personnel Committee of the State Audit Office and assign the position of Vice Secretary of the Hanoi Party Committee for the 2020 – 2025 tenure and also nominated him for the position of Chairman of Hanoi People’s Committee. According to his authority, the Chairman of Hanoi Municipal People’s Council has submitted an official document to the Council on personnel process and nominated a person to be elected for the position of Chairman of the Hanoi People's Committee for the 2021 – 2026 tenure.
 
The process of electing the new Chairman of the Hanoi People's Committee applied for Mr. Tran Sy Thanh is in accordance to the provisions of Decree 08/2016/ND-CP, amended and supplemented by  Decree 115/2021/ND-CP.  In particular, the election of the Chairman of the People's Committees of the provinces and centrally-run cities is conducted through secret ballot and follows the right process.
As specifed, after having the results of the election of the Chairman of the Hanoi People’s Committee, the Prime Minister will consider and decide to approve it.

Mr. Tran Sy Thanh, born on March 16, 1971, in Nghe An, is a member of the Party Central Committee (PCC) for Term XI (Alternate member), XII, XIII; member of the National Assembly sessions XIV and XV.
 
Mr. Thanh has held various positions, including Chief of the Vietnam State Treasury’s Office (Ministry of Finance); Deputy General Director of the Vietnam State Treasury; Deputy Chairman of the People’s Committee of Dak Lak province; Deputy Secretary of the Party Committee of Dak Lak; Secretary of the Party Committee of Bac Giang province;  Deputy Chairman of the Party Central Committee’s Inspection Commission; Secretary of the Party Committee of Lang Son Province; Deputy Head of the Party Central Committee’s Economic Commission; Chairman of the Members’ Council of Vietnam Oil and Gas Group; Deputy Chairman of the National Assembly’s Office.
 
In April 2021, he was elected as Auditor General of the State Audit Office. In the middle of July 2022, he was assigned as Deputy Secretary of the Party Committee of Hanoi by the Politburo. On July 22, at the 8^th session of the 2021-2026 tenure Hanoi People’s Council, he was elected to be the Chairman of the Hanoi People’s Committee for the 2021-26 tenure with 100% votes.
