SAV and EU agree to boost progress of TA Project

The Project which was launched in June 2016 is co-financed by EU and the Swiss Economic Cooperation Organisation (SECO) to enhance SAV audit capacity (EU PFMO Project).

At the meeting, Mr Robert Reeve, Key Expert 01 presented main contents of the Draft Inception Phase Report. SAV Project Teams also shared out actual needs on which the Project should focus. The majority of the comments suggested the experts identify clearly expected deliverables in advance and develop a financial proposal in line with the Project’s work-plan.  

Phoc underlined that through the Project SAV staff could approach closer to the international standards and good practices on public auditing. In order to realize that requirements the Project should focus on building capacity of SAV staff members through training, introduction of advanced auditing methodologies, tools and techniques in parallel with communicating about audit experience from other SAIs in the world in line with the Project topics.  

The meeting participants discussed and agreed that instead of accessing to the SAV Performance Measurement Report, experts would directly communicate and work with the two Working Groups to collect further information or/and revise those already laid out in the Report in support for the finalization of the Report. SAV would officially inform about its requirements, expectations and expected deliverables from the Project. As agreed, experts need to finalize the Report by 15 May 2017 the latest and the Steering Committee would have its first meeting by the end of May 2017.  

The Auditor General told the guests that SAV would provide venue for the Project Office at its head-office in Hanoi once the new head-office building is completed by the second half of this year.
