CAAF meets the Working Group on the Performance Audit Strategy of the State Audit Office of Viet Nam

(sav.gov.vn) – In the morning of December 08th, at the Headquarters of the State Audit Office of Viet Nam (SAV), the SAV Working Group on the Performance Audit had a meeting with Mr. Nick Cieslinski, Senior Programme Officier of the Canadian Audit and Accountancy Foundation (CAAF)and Mr. John Affleck, CAAF Expert. Mr. Vu Ngoc Tuan, Director-General of General Affairs Department, Deputy Head of the Working Group presided over the meeting.

There were also other participants engaging in the meeting, namely Mr. Nguyen Viet Hung, Deputy Director-General of International Cooperation Department, Deputy Head of the Working Group and the members of the Audit Report Preparation Document Development Team, which was created under the Decision No. 1388/QĐ-KTNN by the Auditor-General.

During the meeting, the two sides discussed the issues related to the development of training materials tailored to the SAV, the documents specifically targeted to the National Assembly deputies and the selection of candidates for the Fellowship in Canada in 2024.

Mentioning the development of training materials tailored to the SAV, Mr. John Affleck expressed his gratitude to the SAV for assisting CAAF in organizing the training courses in 2023. Particularly the 2 training courses on developing training materials of “successful governance of an audit” and “Audit report preparation" were taken place during the week from December 04th- 8th.

According to Mr. John Affleck, the training course on “successful governance of an audit” focused on the management skills for Heads of audit teams and audit delegations. The participants could learn to apply the governance and leadership knowledge and skills obtained in the course not only into the performance audits but also other types of audits.

The training course on “Audit report preparation", on the other hand, provided guidance for participants on how to prepare a performance audit report so as to communicate messages in the most effective way, through using images, tables, simple easy-to-understand languages, etc. The attendees were instructed to apply knowledge and skills to make a performance audit report with high quality. Like the former, such skills of the latter can be used for all types of audit, not just only performance audit. "the two training courses provided materials for the SAV to adjust and complete as expected” – said Mr. John Affleck.

Speaking at the meeting, Mr. Vu Ngoc Tuan appreciated and expressed the sincere thanks for the support of CAAF, especially in enhancing the SAV’s performance audit capacity. "Improving the quality of the audit activities in general and audit reports in particular is always of the SAV leadership’s interest. And CAAF’s support and shared experience have been helpful for the SAV activities", affirmed Mr. Vu Ngoc Tuan.

Highly hailing the practical results of the two training courses, Mr. Vu Ngoc Tuan expected that the participants greatly acquired the shared knowledge and incorporated them into documents which are then used for trainings of the SAV.
Mr. Nguyen Viet Hung, Deputy Director-General of International Cooperation suggested that the two sides continued studying and proposing training topics in the time to come, with a specific framework of timeline, contents, venues, etc.; kindly requested CAAF to continue their support for the SAV in term of training on interviewing skills for performance auditors in 2024.

Regarding the development of the documents specifically targeted to the National Assembly deputies, the two sides reached consensus on a handbook providing an overview of the SAV, outstanding audit results, performance audit experience, etc, for the deputies.

In respect to the selection of the candidates for Fellowship training course in Canada, Mr. Nick Cieslinski requested the SAV to send more candidates to attend the mentioned Programme. "It is an important part of the Cooperation Programme between CAAF and SAV. CAAF wishes to receive more SAV staffs to participate in the training course in Canada", said Mr. Nick Cieslinski.

Closing the meeting, Mr. Vu Ngoc Tuan once again expressed the gratitude for CAAF’s support to the SAV so far and confirmed that the meeting discussion would be reported to the SAV leadership for the cooperation direction in the future.
In the afternoon of the same day, the CAAF delegation continued their working schedule by another meeting with the Working Group on Improving SAIs’ activities through SAI Performance Measurement Framework (SAI PMF)./.
