(sav.gov.vn) - Deputy Auditor General Hà Thy My Dung attended the official bilateral meeting with the Chairman of the Philippine Commission on Audit and participated in discussions with eight other Supreme Audit Institutions’s (SAI) leaders on the sidelines of the 7th ASEANSAI Assembly.

Deputy State Auditor General Ha Thi My Dung expressed her delight in visiting the Philippines during her meeting with the Philippine Commission on Audit and highlighted that after 50 years of diplomatic ties, the bilateral relations between Vietnam and the Philipines have been growing strongly.
The Deputy State Auditor General placed a high value on the expertise of the Philippine Commission on Audit in audit activities, human resource training in auditing, fraud auditing, and the development of auditing software, specifically Risk-Based Audit Software (RBAS) and Audit Resource Management Information System (ARMIS). Furthermore, she acknowledged the Philippine Commission on Audit's contribution to specialized conferences and seminars. The State Audit Office of Vietnam is looking forward to increased professional cooperation between the two Supreme Audit Institutions (SAIs), both bilateral and multilateral, particularly in areas where the Philippine Commission on Audit excels.
Pointing out the challenges that ASEANSAI has faced recently, especially financial crises, climate change, and the Covid-19 pandemic, the Chairman of the Philippine Commission Audit said that these challenges made member state audit institutions (SAIs) clearly understand the importance of cooperation in the region, as well as the importance of strengthening relationships with ASEANSAI partners in solving common problems.
The Chairman particularly hailed the continuous efforts of the State Audit Office of Vietnam as the Chair of the Strategic Planning Committee in developing and refining its strategic plan for a new phase.
The Philippine Commission on Audit fully agreed to enhance cooperation between the two institutions, elevating their relations to new heights, focusing on common areas of interest, and leveraging their respective strengths. Furthermore, the Philippine Commission on Audit has stated its readiness to provide support to the State Audit Office of Vietnam in areas where it has specialized expertise.
Currently, the Philippine Commission on Audit serves as the INTOSAI’s Head of the Working Group on Public Debt, which’s task is to prepare and publish guidelines and other materials for use by SAIs to encourage the proper reporting and sound management of public debt; Identify key issues for the development of responsibilities and procedures for auditing and evaluating public debt commitments.
Deputy Auditor General Ha Thi My Dung proposed that the Philippine Commission on Audit support the State Audit Office of Vietnam in human resources training and sharing experiences in auditing public debt. This is consistently a critical auditing topic globally and in Vietnam, posing significant financial security risks to the country. Both parties have agreed to delegate specific technical levels to work on and inform to leadership on collaborative activities.
Deputy Auditor General Hà Thị Mỹ Dung expressed profound gratitude for the meticulous and significant organization of the ASEANSAI Conference by the Philippine Commission on Audit. She also extended congratulations to the Chairman of the Philippine Commission on Audit for being selected asChairman of ASEANSAI for the 2024-2025 term.
The Deputy State Auditor General also met and exchanged view with the leaders of the 8 Supreme Audit Institutions (SAIs) on the sidelines of the 7th ASEANSAI Assembly, including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, and Thailand.
The SAIs highly appreciated the proactive, innovative, and responsible contributions of the State Audit Office of Vietnam (SAV) to the activities of ASEANSAI. They affirmed their continued support for SAV in its role as the Chair of the Strategic Planning Committee of ASEANSAI for the period 2024-2025.
According to the State Auditor General of Myanmar (Chair of ASEANSAI for the term 2021-2023), SAV has successfully led the development of the Strategic Plan of ASEANSAI for the period 2024-2025, which aims to achieve comprehensive connectivity, thereby promoting cooperative relations and prosperity within the ASEAN community. According to the State Auditor General of Myanmar, the pioneering role of SAV has been regarded as one of the decisive factors in ensuring the sustainable and successful development of ASEANSAI in this new phase.
The efforts of SAV significantly contributed to the success of the chairmanship of ASEANSAI by the Myanmar SAI. Deputy State Auditor General Ha Thi My Dung extended congratulations to the State Auditor General of Myanmar for the successful completion of his tenure as Chairman of ASEANSAI.
The State Auditor General of Malaysia also emphasized that the mission of ASEANSAI is to be an independent and professional organization. The organization was established to promote cooperation and understanding among its members and with relevant parties, actively participate, and respond promptly to ASEAN's agenda, creating favorable conditions for members to carry out audit tasks in an uncertain and challenging economy.
The State Auditor General of Laos highly appreciates the support of SAV for the construction of its electronic office (E-Office). The project is currently in its final stages. The implementation of the E-Office is the key for the Laos State Audit Office to make the move to a paperless office, contributing to the realization of environmental protection goals and sustainable development while improving the operational efficiency of the office. The State Auditor General of Laos extended an invitation to the leaders of SAV to visit and work with the Laos State Audit Office on the occasion of the handover of the E-Office system (scheduled for late 2023 or early 2024).
Sharing with the State Audit Institutions (SAIs), Deputy State Auditor General Ha Thi My Dung emphasized that to effectively manage the organization, it is crucial to build a strategic plan related to the vision, mission, and goals that ASEANSAI aims to achieve based on core values. The Strategic Planning Committee is responsible for developing the strategic plan for ASEANSAI in each period and monitoring its implementation. This involves providing quantitative and qualitative analyses of progress toward the strategic goals of the organization. These results were demonstrated in the 7th ASEANSAI Assembly report in the Philippines and were acknowledged, unanimously agreed upon, and highly praised by the SAIs members.
SAV's role as the Chair of the Strategic Planning Committee since ASEANSAI was established has resulted in the creation of four strategic plans for ASEANSAI: 2012-2013, 2014-2017, 2018-2021, and 2022-2025. One of the main tasks of SAV is to monitor and evaluate the implementation of ASEANSAI's strategic plan, and present its annual results report to the ASEANSAI Governing Board.
Recently, SAV has proposed strengthening the monitoring and evaluation system of the strategic plan, which was implemented after the 2nd ASEANSAI Assembly in Brunei in 2013 and has revealed some shortcomings after nearly 10 years of implementation.
Throughout official bilateral meetings and sideline discussions, it was unanimously agreed by the State Audit Institutions that the contributions and achievements in improving the effectiveness of the SAIs' activities are evident
Through formal bilateral meetings and sideline exchanges, all State Audit Institutions agreed that the contributions and successes in enhancing the effectiveness of the SAIs' activities are clear evidence of the special, close, supportive, shared, and mutually supportive relationships among the SAIs in the ASEANSAI community for common progress and development.
