(sav.gov.vn) – The presentation delivered by Deputy Auditor General Bui Quoc Dzung reinforced the standing of the State Audit Office of Viet Nam (SAV) in driving digital transformation across the regional audit community. It drew strong interest and received highly positive evaluations from international delegates.
Immediately following the 62nd Governing Board Meeting of the Asian Organisation of Supreme Audit Institutions (ASOSAI), the SAV delegation, led by Deputy Auditor General Bui Quoc Dzung, attended the First Joint ASOSAI–ARABOSAI Conference, co-chaired by the Chair of ASOSAI (SAI of India) and the Chair of ARABOSAI (SAI of Saudi Arabia).
In his welcome remarks, President of Azerbaijan Mr. Ilham Aliyev emphasised the importance of the United Nations Resolutions (2011, 2014) in strengthening the global position of Supreme Audit Institutions (SAIs). He praised the exchange of experiences on sustainable development and the application of artificial intelligence (AI) in auditing.
The President highlighted that Azerbaijan’s hosting of the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) demonstrates the country’s strong commitment to climate action. He expressed the expectation that the Conference would foster deeper ASOSAI–ARABOSAI cooperation, support the implementation of international resolutions and contribute to the development of the global auditing profession.
Declaring the Conference open, Mr Jorge Oliveira, Chair of INTOSAI (SAI of Brazil) underlined two strategic priorities: climate change response and digital transformation. He also introduced ClimateScanner, an assessment tool on climate action led by Brazil in cooperation with the Working Group on Environmental Auditing, and ChatTCU, an AI-based auditing support tool.
Representing ARABOSAI, Mr K. S. Subramanian, Deputy Auditor General of India, underscored the historic significance of the event, calling for strengthened cooperation between Asian and Arab SAIs and wider adoption of AI in auditing. He shared India’s experience in developing its Environmental Audit Guidelines and its Data Analytics & AI Centre, expressing the hope that the Conference would become a platform for mutual learning and innovation towards a stronger audit community.
After the formal opening session, the Conference moved into two thematic discussion segments on “Audit response to climate change”, and “The use of Artificial Intelligence in auditing”.
The session on “Audit response to climate change” presided over by the ASOSAI Chair (SAI of India), featured presentations from the SAIs of Kuwait, Korea, Thailand, Morocco, the United Arab Emirates and the Philippines. The presentations highlighted the critical role of climate action in sustainable development, contributing to raising SAIs’ awareness and enhancing audit quality in the field of climate change.
In the session on “The use of Artificial Intelligence in auditing” the SAIs of Azerbaijan, Thailand, Pakistan, India, Iran, Morocco, Qatar, Russia and Viet Nam shared their experience, knowledge and lessons in applying AI to audit practices.
Notably, Deputy Auditor General Bui Quoc Dzung presented Viet Nam’s paper on the application of AI in public auditing, a topic currently receiving strong attention from the global audit community.
The presentation underscored the pioneering and proactive approach of the SAV in embracing technological trends. It demonstrated that applying AI to audit processes is no longer optional, but an inevitable trajectory to enhance efficiency, accuracy and audit preparedness.
Through his contribution, Deputy Auditor General Bui Quoc Dzung reaffirmed the SAV’s position in the course of digital transformation within the regional auditing community. His paper attracted strong interest and was highly commended by international delegates.
Through participation in these two high-level forums, the SAV not only showcased its active role in ASOSAI’s governance and technical activities, but also affirmed its capacity to lead, share knowledge and integrate deeply into the international community, from regional financial oversight, contributing to policy reform dialogue, to introducing the application of AI in professional audit practice. The SAV delegation’s activities in Azerbaijan provide clear evidence of a strong commitment to integration, innovation and sustainable development as the institution transitions into the digital era.
Following the programme in Azerbaijan, the SAV delegation will travel to France for bilateral meetings and technical exchanges with the French Court of Accounts (Cour des comptes), focusing on the role of SAIs in monitoring and auditing green public procurement and the application of AI in auditing.
