A solemn opening ceremony of the INCOSAI – 23 was held with the presence of President of Russia Vladimir Vladimirovich Putin, representative of the Federatio Council of the Federal Assembly of the Russian Federation, Chair of the State Duma of the Russian Federation and Mayor of Moscow.

The SAV’s delegation headed by Deputy Auditor General Nguyen Quang Thanh took part in the opening ceremony. Approximately 1,000 representatives from 168 member SAIs, professional associations and international organizations participated in the Congress. Speaking at the ceremony, the President Putin extended a warm welcome to all delegates attending the INCOSAI – 23 in the Russian Federation; appreciated the Congress for selecting themes in line with the global priority areas as a whole and Russia in particular identified by the United Nations as its sustainable development goals (SDGs); and expressed his desire that SAIs shall enhance their responsibility, transparency and integrity in audit activities to serve society and citizen best. He strongly believed that the Congress was an important step towards promoting international ties and facilitated constructive relations between SAIs within INTOSAI Community and stakeholders.

In his welcome remarks, Chairman Alexei Kudrin expressed the honor of Accounts Chamber of the Russian Federation as the host SAI of the INCOSAI 23. He emphasized that with over 60 years since its establishment, INTOSAI formed an institutionalized framework for SAIs to develop and promote knowledge sharing activities in the field of public audit and also enhance professional capacity, role and impact of member SAIs. In keeping with INTOSAI’s motto “Mutual experience benefits all”, all member SAIs support each other by exchanging experience and knowledge for the development and improvement of public audit field over the world. INTOSAI developed professional standards and guidelines, conducted training activities for capacity enhancement and facilitated information exchange and knowledge sharing among member SAIs.
At the opening session, all delegates also witnessed the transfer of the role of INTOSAI President between the SAIs of the United Arab Emirate (UAE) and Russia. The President of the State Audit Institution in the UAE expressed his thanks to close cooperation of the relevant SAIs in assisting SAI of UAE to fulfill its role as INTOSAI President during the period of 2016 – 2019. He strongly believed that SAI of Russia as INTOSAI President for 2019-2022 term will take on its role in efficient manner and continuously contribute to the overall development and prosperity of the INTOSAI Community. The Congress also unanimously approved Rules of Procedure and Agenda and elected SAI Kazakhstan as Vice President of INCOSAI 23.
At the first general plenary session, Auditor General of the China National Audit Office (CNAO) as ASOSAI Secretary General presented the report on ASOSAI’s activities during the last 3 years. It focuses on ASOSAI’s activities conducted towards the INTOSAI’s strategic goals, environmental auditing and implementation of SDGs as well as handling of challenges that ASOSAI are facing with.

The Auditor General of China emphasized that after 40 years of development, the ASOSAI has become a responsible organization which has an significant influence on INTOSAI Community. ASOSAI is aming to establish a long-term mechanism for young auditors to exchange experience and enhance capacity through parallel audits or joints audit beside traditional training programs. Currently, the ASOSAI has 47 members with the differences in culture, language, auditing system and development demands. It helps ASOSAI to become the most dynamic regional organization of INTOSAI.
In accordance with the Congress program, on 26 September, INCOSAI 23 continued with plenary sessions in line with two main themes, including: “Information Technology for the development of public administration” and “Roles of the SAIs in the achievement of national priorities and goals”. Besides speakers from member SAIs, the different experts and representatives of the other prestigious international institutions also participated in the plenary session for discussion.
