On the morning of November 22, 2022, at the head office of the State Audit Office of Viet Nam (SAV) - 116 Nguyen Chanh, Ha Noi, member of the Party Central Committee, Auditor General Ngo Van Tuan held an online meeting with the President of the Board of Audit of Japan (BOA) Morita Yuri.
Overview of the online meeting
Attending the meeting were Mr. Luu Truong Khang - Director General of the Administration Department, Mr. Do Van Tao - Director General of the Personnel and Organization Department, Mr. Vu Ngoc Tuan - Director General of the General Affairs Department, Mr. Nguyen Ba Dzung – Director General of International Cooperation Department, Mr. Vu Van Cuong - Chief Auditor of the Audit Department No. VII and Ms. Pham Thi Thu Ha – Director General of IT Center.
Giving his remarks during the meeting, Auditor General Ngo Van Tuan expressed his delight at the remarkable development of the relationship between Viet Nam-Japan in general and between SAV and BOA in particular.
Concerning SAV's activities, Mr. Ngo Van Tuan shared that, after 28 years of establishment and development, SAV has increasingly affirmed its role as an effective tool of the Party and the State of Viet Nam, contributing to the improvement of effeciency and effectiveness in managing and using public finance and assets.

Regarding upcoming activities, Auditor General Ngo Van Tuan said that SAV shall strive for successful implementation of SAV Development Strategy to 2030 approved by the National Assembly Standing Committee, with 3 development pillars and 07 main areas, namely: Legal framework; Organizational system; Human Resources; Improvement of audit quality; International cooperation and integration; Development of facilities, communication, dissemination and scientific researches; Development of information technology and high technology.
As to international cooperation, SAV is dedicated to continuing participating as a responsible member in developing and implementing multilateral commitments and agreements; to successfully fulfill the role as a member of the Governing Board of the Asian Organization of Supreme Audit Institutions (ASOSAI) for the 2021-2024 tenure; to apply for the position of ASOSAI Audit Committee member for the 2024 - 2027 tenure.
Auditor General Ngo Van Tuan hopes that the two agencies would continue strengthening and promoting cooperative achievements, and sending high-level delegations and technical-level delegations to the other SAI to learn and share on topics in which the two SAIs have strengths and interests.

In addition, BOA and SAV are expected to promote cooperation through JICA, so that more SAV staff members could participate in training courses sponsored by JICA. “SAV hopes that the two Parties will continue to support and coordinate closely with each other on multilateral forums of the International Organization of Supreme Audit Institutions (INTOSAI), ASOSAI.” – Auditor General Ngo Van Tuan emphasized.

In his turn, BOA President Morita Yuri shared about the operation situation of BOA. Specifically, BOA was established in 1869 as a constitutionally independent organization. The Board is independent of the Cabinet and belongs to neither the National Diet nor the Courts of Japan.
The final accounts of the expenditures and revenues of the State shall be audited annually by BOA. Audit reports and the final accounts of the State expenditures and revenues shall be submitted by the Cabinet to the Diet during the fiscal year immediately following the period covered. The accounts of State properties, claims held by the State and State obligations, accounts of entities whose stated capital is contributed by the State and local public entities which receive financial assistance from the State are also subject to the Board’s audit.
In light of the orientation on cooperation between the two agencies in the coming time, the BOA President said that he will make efforts to support SAV’s request as to professional development. Notably, in the coming time, BOA will invite more representatives of the SAV to online seminars, workshops, and capacity building training courses to share valuable experiences and knowledge in the audit work of each agency, etc.
Auditor General Ngo Van Tuan highly appreciates the trust and support of BOA for SAV over the past time; believing that the relationship between the two agencies is growing in a deeper, more practical and effective manner. At the same time, he affirms that SAV is constantly prepared to cooperate with and support BOA within both future bilateral and multilateral frameworks.
