Auditor General Ngo Van Tuan has recently signed Decision No. 299 /QD-KTNN on promulgation of the Regulation on management, exploitation and use of the web portal of the State Audit Office of Viet Nam (SAV).
The Regulation stipulates the responsibilities and powers of SAV's subordinate units and the audited units, agencies and organizations related to SAV’s activities in provision, management, exploitation and use of SAV web portal. It is applicable to SAV’s units and civil servants, employees as well as relevant audited units, organizations and agencies involved in SAV’s activities.
Under the Regulation, SAV's web portal is a software developed by SAV to exchange electronic data between SAV and audited entities, agencies and organizations related to SAV’s activities. The portal consists of two main websites including https://congtdtt.sav.gov.vn/ for audited units and agencies and organizations related to SAV’s activities and https://congktv.sav.gov.vn/ for SAV.
The general information consists of information about the auditees (including general information; financial information; project information; inspection and audit status; internal control information; information about the accounts granted to the entities, etc.), periodical documents and information provided by the auditees during the audit strategy planning.
The audit information is information during the performance of the audit.
The follow-up is on the implementation of audit recommendations.
The group of complaints, lawsuits, responding to recommendations in audit activities.
The group of other Information including the audit plan, reporting audit results.
The Regulation stipulating the principles of management, operation and use of the Portal is as follows:
The installation, management, operation and use of the Portal must comply with the provisions of the Law on Information Technology, the Law on Information Security, regulations of SAV and other relevant documents.
The Portal is centrally and uniformly managed at SAV Data Center, running via the Internet system to ensure continuous, stable, safe and confidential operation of information.
The Portal is managed and operated to ensure the principle of upholding the responsibilities of civil servants of SAV and other units, organizations and individuals involved in audit activities, contributing to improving its efficiency as well as ensure the information infrastructure system, related equipment and environment for the installation and operation of the Portal.
The Portal is updated and exploited based on the following principles:
The information must be updated on the Portal in a complete, accurate and timely manner for audit activities. Audited units and agencies and organizations related to audit activities update and exploit information on https://congtdtt.sav.gov.vn/. SAV’s units exploit information on https://congktv.sav.gov.vn/.
The exchange of information between SAV and the audited units, agencies and organizations involved in audit activities must comply with the provisions of the law on information security.
The information updated and exploited on the Portal does not include documents of State secrets.
The information of audited units and agencies and organizations related to audit activities uploaded on the Portal is exploited and used by SAV in auditing activities.
Civil servants of SAV and organizations and individuals who are granted accounts by SAV are responsible for exploiting and using the Portal for the right purposes and assigned tasks and in compliance with the provisions of this Regulation.
The Regulation consisting of 4 chapters and 21 articles include the followings:
Chapter I -General provisions: Scope, subjects of application; Explanation of terms; Prohibited acts.
Chapter II – Management, operation and use of the Portal: Principles of management, operation and use of the Portal; Software upgrade, expansion and maintenance; Ensuring security and confidentiality of information; Decentralization and management of user identity accounts.
Chapter III – Update and use of the Portal: Principles of updating and exploiting the Portal; The provision, update and exploitation of information of the audited unit and agencies and organizations related to SAV activities; Responsibilities of the unit assigned to audit; Responsibilities of the unit presiding over the audit; The right to exploit information and management responsibilities of SAV leaders, heads of SAV's subordinate units directly; The right to exploit information of SAV auditors and members of the audit team; Exploitation rights of audited units and agencies and organizations related to SAV activities; Exploitation rights of other organizations and individuals.
Chapter IV –Implementation: Responsibilities of SAV's subordinate units; Information center; Responsibilities of audited units and agencies and organizations related to SAV activities; Responsibilities of individuals; Handling violations; Implementation.
