SAV and BPK renewed their Memorandum of Understanding on public sector audit

On 5 November 2017, in Vientiane capital of Lao PDR, Auditor General of Vietnam Mr. Ho Duc Phoc and Chairman of SAI Indonesia Mr. Moemahadi Soerja Djanegara signed the MoU on bilateral cooperation between SAV and BPK on public sector auditing.

This was a sideline activity of the two SAIs in the framework 4th ASEANSAI Summit held in Laos during 6th – 7th November 2017. Mr. Nguyen Ba Hung, Ambassador Extraordinary and plenipotentiary of Vietnam to Laos and Mr. Irmawan Emir Wisnandar, Ambassador Extraordinary and plenipotentiary of Indonesia to Laos attended the ceremony. 
 
The main purpose of the MoU is to create a firm framework for effective cooperation between the two SAIs on the basis of equality and mutual benefit in accordance with national laws and regulations of each country. Under the MoU, these two members of ASEANSAI will cooperate in various topics of mutual interests. They include performance auditing, environmental auditing and audit quality control. To this end, SAV and BPK will exchange views and knowledge on methods, skills and techniques to undertake these audit areas. They will also conduct joint research projects, staff training, conferences, seminars and working sessions on topics relating to public sector auditing upon their common need. In addition, the two SAIs will likely choose to implement parallel audits and exchange audit secondments on audit topics like climate change, waste treatment, environment protection, water resources and others of invironmental perspectives.

Speaking at the ceremony, Phoc expressed his high appreciation of the cooperation between BPK and SAV which started in 1999. He mentioned that the two SAIs signed the bilateral MoU for the first time in 2011 in Bali, Indonesia. Since then several sessions of audit professional exchanges and conferences at different levels of staff members were organised each year in both Indonesia and Vietnam, particularly on topics of performance auditing and environmental auditing.  Phoc attached importance to the ties and said “I hope that the cooperation between the two sides will continue to be strengthened and expanded comprehensively and deeply through specific activities on bilateral and multilateral cooperation. The renewal of this MoU will certainly help enhance the capacity of two countries' auditors and contribute to financial transparency and good governance in Vietnam and Indonesia, and the region”.
 
Mr. Moermahadi Soerja Djanegara recognised the good results in cooperative activities between BPK and SAV and confirmed that the signing would help SAV and BPK promote common activities in the field of public auditing. He stressed that the cooperation between the two SAIs will help create greater performance opportunities than individual activities by each side so as to make better contribution to strengthening audit capacity in both auditing agencies. In return, it will also help deepen the relationship between two nations.
