Deputy Auditor General Bui Quoc Dzung holds talks with Deputy Auditor General of China Ma Wenhui

(sav.gov.vn) - On the morning of September 9, at the State Audit Office of Viet Nam (SAV) Headquarters, Deputy Auditor General of Viet Nam Bui Quoc Dzung and Deputy Auditor General of China Ma Wenhui held talks to exchanging views on the cooperation between the two agencies.

Attending the meeting on behalf of the SAV were the leadership and staff from the International Cooperation Department. On the Chinese side, representatives included the leadership of the Taiyuan Regional Office, the Electronic Data Audit Department, the Audit Department for Government Entities and Public Organizations, and the International Cooperation Department.

At the start of the talks, Deputy Auditor General Bui Quoc Dzung warmly welcomed and thanked the Chinese National Audit Office (CNAO) for supporting Viet Nam in hosting the 8th meeting of the INTOSAI Working Group on Big Data, held from September 10-12 in Ninh Bình.

Dzung emphasized: "We highly appreciate the contributions of the Chinese National Audit Office as the Chair of the INTOSAI Working Group on Big Data. Under your SAI's leadership, member countries of the group have had the opportunity to learn and share experience, especially in exploring solutions to data-related issues, thereby enhancing the quality and effectiveness of auditing activities in the group's member SAIs in particular and the INTOSAI community in general."
 


Deputy Auditor General Ma Wenhui expressed his pleasure to pay this working visit at the SAV headquarters, wishing the 8th meeting of the INTOSAI Working Group on Big Data a great success. He stated, "the meeting is a vital opportunity for members to exchange, cooperate, and improve their expertise, strengthening friendships among the members. It also plays an essential role in helping member SAIs to address the challenges facing the global economy, the development of science and technology, and in promoting cooperation and experience-sharing on big data."

Deputy Auditor General Bui Quoc Dzung praised the fruitful bilateral cooperation between the two agencies, noting that they have successfully implemented the Memorandum of Cooperation for nearly 20 years (initially signed in March 2004, renewed twice in October 2013, in July 2019, and set to expire in July 2025). To date, both agencies have actively and effectively shared experiences and knowledge, particularly through the annual joint workshops on a wide range of internationally relevant topics.

SAV recognizes the impressive efforts and values the leadership of CNAO in the international public audit community, serving as both a former INTOSAI Chairman and a member of the INTOSAI Governing Board, and Secretary General of the Asian Organization of Supreme Audit Institutions (ASOSAI) for multiple terms. Particularly, China has made significant contributions to professional forums in areas such as environmental auditing and big data.

The SAV treasures the enormous support of CNAO, especially their assistance during Viet Nam's hosting of the 14th ASOSAI Assembly in 2018 and its presidency of ASOSAI from 2018 to 2021.

During the talks, both Deputy Auditors General provided an overview of their respective auditing agencies, discussed future directions and plans for cooperation between the two SAIs. The bilateral relationship has deepened over time, yielding practical and effective results. Deputy Auditor General Bui Quoc Dzung expressed his hope for the continued strengthening of exchanges and experience-sharing between the two agencies. He suggested that both sides take necessary steps to renew the Memorandum of Cooperation as a solid step to affirm and cement further bilateral and multilateral cooperation. The renewal is expected to be signed during the visit of the Auditor General of Viet Nam Ngo Van Tuan to China in March 2025. Additionally, he proposed increasing leadership-level exchanges, focusing on public audit topics of mutual interest and expertise-sharing through appropriate formats. On the multilateral cooperation framework, Deputy Auditor General Bui Quoc Dzung hoped both sides will continue to support each other in multilateral forums to increase the value and benefits of both SAIs. He strongly affirmed that SAV is ready to support the CNAO in both bilateral and multilateral frameworks.
 


As a proactive and responsible member, following the success of ASOSAI 14 in 2018, and as a member of the ASOSAI Governing Board for three terms in a row from 2015 to 2024, SAV commits itself to further contributing to ASOSAI's activities, particularly as a member of the ASOSAI Audit Committee for the 2024-2027 term.

With the solid foundation of close cooperation between the two agencies, SAV hopes to receive continued support from CNAO for its candidacy for a post in the ASOSAI Audit Committee in the period of 2024-2027, to be decided at the 16th ASOSAI Assembly in India in late September 2024.

Agreeing with Deputy Auditor General Bui Quoc Dzung, Mr. Ma Wenhui said, "We warmly welcome Auditor General Ngo Van Tuan to pay a working visit to CNAO. We also hope to renew the Memorandum of Cooperation before it expires in July 2025. Moreover, we propose strengthening cooperation and exchanges at all levels to further demonstrate the essential roles of both agencies in regional and international forums."

Deputy Auditor General Bui Quoc Dzung expressed his desire for bilateral cooperation between the SAV and CNAO to grow stronger, more practical, and more effective. He hopes the two agencies will continue to enhance their cooperation, meeting the increasingly high demands of their respective duties, in line with the comprehensive strategic partnership between Viet Nam and China since 2008.

After the talks, Deputy Auditor General Bui Quoc Dzung invited Deputy Auditor General Ma Wenhui and the Chinese delegation to visit the SAV's chamber of honor./.
