(sav.gov.vn) – On September 23, 2024, in New Delhi, India, a delegation from the State Audit Office of Viet Nam (SAV), led by Deputy Auditor General Bui Quoc Dzung, participated in the 60th Governing Board (GB) meeting of the Asian Organization of Supreme Audit Institutions (ASOSAI) for the 2021-2024 term.
The meeting was co-chaired by the State Audit Office of Thailand (SAT), the ASOSAI Chair, and the National Audit Office of China (CNAO), the ASOSAI Secretary General.
The meeting was attended by 12 Supreme Audit Institutions (SAIs) that are members of the ASOSAI Governing Board, including SAIs of Thailand, China, India, Japan, Saudi Arabia, South Korea, Malaysia, Russia, Pakistan, the Philippines, Turkey, and Viet Nam. Additionally, representatives from the ASOSAI Audit Committee and the INTOSAI Development Initiative (IDI) were also present.
In his opening remarks, General Chanathap Indamra, Chairman of SAT, ASOSAI Chair for the 2021-2024 term, expressed gratitude to the Comptroller and Auditor General of India for hosting the 60th GB meeting. According to the ASOSAI Chair, the Governing Board meeting serves as a common forum for the GB members to reach consensus on key issues within the ASOSAI community, thereby benefiting member SAIs.
“I am delighted to witness the continuous development of ASOSAI, reflected in the establishment of working groups to address emerging auditing issues, and the promotion of enhanced cooperation with SAIs and the related international organizations to improve knowledge and experience in public auditing,” emphasized General Chanathap Indamra.
At the opening session, India’s Comptroller and Auditor General, Girish Chandra Murmu, stated that the 60th Governing Board meeting plays a crucial role in guiding and managing ASOSAI's activities while laying the groundwork for SAIs to continue strengthening cooperation, exchanging strategic ideas, and advancing knowledge and experience in public auditing. This, in turn, fosters unity and mutual support among SAIs within the organization.
The Indian Comptroller and Auditor General encouraged GB members to actively participate in discussions and share views at the meeting to achieve the common goal: “Promoting good governance and increasing public trust in Supreme Audit Institutions.”
During the meeting, GB members presented 18 reports on various topics, including: activities of the Governing Board and ASOSAI Secretariat since the 59th meeting; ASOSAI’s financial management; operations of the ASOSAI Capacity Development Committee; the ASOSAI Strategic Plan; the 13th ASOSAI research project; outcomes of the Bangkok Declaration; progress, results, deliverables, and future plans of working groups on environmental auditing, sustainable development goals (SDGs), and crisis management auditing.
Additionally, CNAO, ASOSAI Secretary General, presented the selection process for the key ASOSAI positions, including information on SAIs nominated for the Governing Board and Audit Committee for the 2024-2027 term.
At the meeting, Deputy Auditor General Bui Quoc Dzung, Head of the SAV delegation and on behalf of SAV reviewed and voted on the minutes of the 59th Governing Board meeting, as presented by the SAT representative (ASOSAI Chair for the 2021-2024 term).
As planned, from September 24-27, the SAV delegation will continue attending the opening session, the first plenary session, and the second plenary session of the 16th ASOSAI Assembly. The delegation is also expected to hold bilateral meetings and talks with partner SAIs.
ASOSAI is one of the seven regional organizations under the International Organization of Supreme Audit Institutions (INTOSAI). Since its first Assembly held in India in 1979, with 11 members, ASOSAI has grown significantly to include 48 members, which are the SAIs of United Nations member countries in Asia. These members are united in their efforts to strengthen and develop public sector auditing activities.
