Enhancing cooperation between the State Audit Office of Viet Nam and the Chongqing Municipal Audit Bureau, China

(sav.gov.vn) – As part of the high-level delegation’s working visit to China, on March 19, Auditor General of Viet Nam Ngo Van Tuan held a meeting with the Chongqing Municipal Audit Bureau and the Mayor of Chongqing, Hu Hoanhua.

New cooperation opportunities between the State Audit Office of Viet Nam and the Chongqing Municipal Audit Bureau

Welcoming the high-level delegation of the State Audit Office of Viet Nam (SAV), Mr. Dai Xi, Director General of the Chongqing Municipal Audit Bureau, expressed his honor in hosting Auditor General Ngo Van Tuan and his delegation for the first time. He also expressed hope that this visit would open new avenues for cooperation between the two agencies.

Auditor General Ngo Van Tuan thanked the Chongqing Municipal Audit Bureau for their warm and respectful reception.

During the meeting, Auditor General Ngo Van Tuan provided an overview of the discussions held with the National Audit Office of China (CNAO). He highly appreciated the effective cooperation between the two supreme audit institutions over the past two decades, particularly the annual joint seminars on international auditing trends. "On March 17, we signed the fourth Memorandum of Understanding (MoU) on cooperation, reaffirming our long-term, practical, and effective collaboration in celebration of the 75th anniversary of Viet Nam-China diplomatic relations," he emphasized.

In response, Mr. Dai Xi expressed his appreciation for the information shared by Auditor General Ngo Van Tuan and proposed maintaining regular communication channels to exchange information and strengthen coordination in the future.
Following the courtesy meeting, the SAV delegation and the Chongqing Municipal Audit Bureau held a seminar on “Preventing and Controlling Resource, Asset, and Budget Losses”. The discussions emphasized the role of audit institutions in supervising the efficient use of public resources, enhancing accountability, and preventing financial losses.

Sharing insights on preventing and controlling losses of resources, assets, and budgets, Mr. Dai Xi highlighted that efficient public resource management is a crucial task, especially given that China’s total budget expenditure for 2024 has exceeded 28 trillion yuan. To mitigate financial risks, China has strengthened public power oversight, reformed financial management, and enhanced audit supervision.

Regarding public power oversight, China has focused on increasing transparency in public administration, curbing abuses of power, misconduct, and corruption. The financial oversight framework has been refined with stringent regulations on fiscal discipline, budget management, and state asset reporting. The Chongqing Municipal Audit Bureau has implemented various auditing measures to ensure the effective use of public funds, mitigate risks, and enhance accountability.

During the seminar, both sides exchanged experience in public resource oversight and control, paving the way for broader cooperation in the future. The SAV commended the Chongqing Municipal Audit Bureau’s approach to public financial supervision, particularly in leadership accountability audits and public resource auditing.

Strengthening cooperation between Chongqing authorities and the SAV

On the same day, Auditor General Ngo Van Tuan attended a meeting with Mr. Hu Hoanhua, Mayor of Chongqing.

 

Mayor Hu Hoanhua expressed his pleasure in welcoming the Auditor General of Viet Nam and his delegation. Providing an overview of Chongqing’s socio-economic landscape, he affirmed that auditing plays a crucial role in public financial management and ensuring the independence of supreme audit institutions.

Mayor Hu Hoanhua expressed his desire to strengthen cooperation between the Chongqing municipal government and SAV to enhance budget management efficiency, improve transparency, and reinforce accountability.

Auditor General Ngo Van Tuan sincerely thanked the Chongqing municipal authorities for their warm reception. He acknowledged Chongqing’s rapid development and its significant role in the economic strategy of Southwest China. He also emphasized that fostering cooperation in public auditing would contribute to more transparent and effective financial management.

During the meeting, both sides discussed potential areas of collaboration, focusing on sharing experience in auditing and public financial management. Mayor Hu Hoanhua recognized the SAV’s achievements and expressed his hope for continued deepening of exchanges and cooperation in the future.

The meetings took place in a spirit of friendship, cooperation, and openness, creating numerous opportunities for future collaboration between the SAV, the Chongqing Municipal Audit Bureau, and the Chongqing municipal government.
