(sav.gov.vn) – Vice Chairman of the National Assembly Nguyen Duc Hai proposed that the Finance Committee of the Indian House of the People and the Economic and Financial Committee of the Vietnamese National Assembly strengthen cooperation, capacity-building training, and experience sharing in public debt management, policy and legal development, and the application of digital technology in finance and budgeting.

On March 18, as part of his visit to India, Vice Chairman of the National Assembly Nguyen Duc Hai and the Vietnamese National Assembly delegation held meetings with the Finance Committee of the Indian House of the People and the Indian Council for Cultural Relations (ICCR). They also visited the Embassy of Viet Nam in India and engaged in discussions with representatives of the Vietnamese community studying and living in the country.
During his meeting with Bhartruhari Mahtab, Chairman of the Finance Committee of the Indian House of the People, Vice Chairman Nguyen Duc Hai highly valued the ongoing positive development of the Comprehensive Strategic Partnership between Viet Nam and India. He emphasized that financial cooperation, budget management, and the development of public financial management policies are among the key areas of collaboration.
Vice Chairman Nguyen Duc Hai highlighted that both Viet Nam and India are rapidly developing economies aiming to become modern industrialized nations. Given their shared challenges in finance and budget management, he stressed the need for greater cooperation and experience sharing in financial legislation, tax management, and budget transparency.
He proposed that the Finance Committee of the Indian House of the People and the Economic and Financial Committee of the Vietnamese National Assembly further strengthen specific cooperation activities, particularly in capacity-building training and experience sharing in public debt management, investment capital mobilization policies, incentives for special economic zones, and the application of digital technology in finance and budgeting.
Chairman Bhartruhari Mahtab acknowledged the strong development of Viet Nam-India relations through high-level visits and cooperation across various fields, including defense and security, trade and investment, and culture and education.
He expressed his willingness to support further exchange and experience sharing between the two countries in tax legislation, global minimum tax policies, incentives for investment attraction, and the development of high-tech and special economic zones.
The two sides also discussed experiences in digital transformation within parliamentary operations, with the goal of establishing digital parliaments. They agreed on the importance of allocating resources and personnel to implement cooperative agreements between the two legislative bodies.
During his meeting with the Executive Director of ICCR, Vice Chairman Nguyen Duc Hai recognized ICCR’s crucial role in promoting India’s “soft power” globally and its contributions to fostering cultural and people-to-people exchanges between Viet Nam and India.
Over the years, ICCR has played a significant role in organizing various cultural exchange activities and promoting Indian films, music, literature, and yoga in Viet Nam. The council has also provided numerous scholarships in culture and language, strengthening the ties between the two nations.
Vice Chairman Nguyen Duc Hai suggested that India continue providing funding and expertise for restoration projects of Cham towers in Quang Nam and consider expanding support to other provinces. He also proposed training programs for Vietnamese archaeologists and conservation engineers, assistance in establishing the Indochina Buddhist Institute, and India’s support for Viet Nam’s nomination of the Yen Tu – Vinh Nghiem – Con Son – Kiep Bac relic and scenic complex as a UNESCO World Heritage Site.
The Executive Director of ICCR expressed gratitude for the Vietnamese Government and National Assembly ’s support and facilitation of cultural cooperation between the two countries. He acknowledged Viet Nam’s active participation in sending art teams to India for cultural exchange and performance.
He proposed increasing bilateral cultural events, including festivals and cultural weeks in both Viet Nam and India, to promote the nations’ cultural values. He also encouraged Vietnamese students to enroll in ICCR-sponsored programs in arts, film, music, Hindi, English, and traditional medicine.
Emphasizing Viet Nam’s importance as a key partner, the ICCR Executive Director affirmed continued collaboration with relevant Vietnamese ministries, agencies, and localities to implement specific cultural exchange programs in the future.
On the same day, Vice Chairman Nguyen Duc Hai and the delegation visited the Embassy of Viet Nam in New Delhi, where they met with embassy staff, Vietnamese students, and the Vietnamese community living and working in India.
Vice Chairman Nguyen Duc Hai expressed his hope that the Vietnamese community in India would continue their studies and careers with confidence. He encouraged students, especially researchers, to focus on technology, science, and engineering studies to contribute to Viet Nam’s development in line with the country’s evolving needs.
He expressed confidence that the Vietnamese community in India would continue to integrate well, abide by local laws, and serve as a strong bridge in the friendship between Viet Nam and India.
Earlier in the morning of the same day, Vice Chairman Nguyen Duc Hai also visited India’s HCL Technology Group, where he discussed experience in applying digital technology, big data, and artificial intelligence to enhance the efficiency of parliamentary operations.
