(sav.gov.vn) - As part of the working visit of the high-level delegation from the State Audit Office of Viet Nam (SAV) to China, on March 19, Auditor General of Viet Nam, Mr. Ngo Van Tuan, held a meeting with the Audit Bureau of Chongqing City and Mr. Hu Henghua, Mayor of Chongqing.

Welcoming the high-level delegation of the SAV, Mr. Dui Xi, Director General of the Chongqing Audit Bureau, expressed his honour at receiving Auditor General Ngo Van Tuan and the delegation for the first time, and hoped that the visit would open up new opportunities for cooperation between the two sides.
Auditor General Ngo Van Tuan expressed his appreciation for the warm reception from the Chongqing Audit Bureau.
At the meeting, Auditor General Ngo Van Tuan provided a brief overview of the discussions with the National Audit Office of China, highlighting the fruitful cooperation between the two agencies over the past two decades, especially the continued organisation of the annual joint seminar series on topics aligned with international auditing trends.
“On March 17, both sides signed the fourth Memorandum of Understanding, reaffirming a long-term, practical and effective partnership, and celebrating the 75th anniversary of the establishment of diplomatic relations between Viet Nam and China,” emphasised Auditor General Ngo Van Tuan.
In response, Mr. Dui Xi expressed his gratitude for the information shared and proposed that the two sides maintain regular communication channels to exchange information and foster close cooperation in the future.
Following the courtesy meeting, the SAV delegation and the Chongqing Audit Bureau held a seminar to share experiences on
“Preventing and Controlling the Loss and Waste of Resources, Assets and Budgets”, underscoring the role of auditing in supervising the effective use of public resources, enhancing accountability, and preventing financial losses.
Sharing about efforts to prevent and control the loss and waste of resources, assets, and budgets, Director General Dui Xi noted that managing public resources efficiently is a critical task, especially in the context of China’s total national budget expenditure exceeding 28 trillion yuan in 2024. To prevent losses, China has strengthened public power oversight, reformed financial management, and enhanced audit supervision.
Regarding power control, China has focused on improving transparency in public administration and limiting abuse of power, violations, and corruption. The financial oversight mechanism has been refined with strict regulations on financial discipline, budget management, and state asset reporting. The Chongqing Audit Bureau has implemented various audit measures to ensure the efficient use of public funds, mitigate risks, and strengthen accountability.
During the seminar, both sides shared experiences in supervising and controlling public resources, aiming towards broader cooperation in the future. SAV highly appreciated the Chongqing Audit Bureau’s approach to public financial supervision, particularly in audits of leadership accountability and public resources.
On the same day, Auditor General Ngo Van Tuan also attended a meeting with Mr. Hu Henghua, Mayor of Chongqing.
At the meeting, Mayor Hu Henghua expressed his delight at welcoming the Auditor General of Viet Nam and the delegation. He provided an overview of Chongqing’s socio-economic development and affirmed that audit plays a vital role in public financial management and ensuring the independence of the supreme audit institution. Mayor also expressed a desire to promote stronger cooperation between the Chongqing Municipal Government and SAV to enhance budget management efficiency, and to foster transparency and accountability.
Auditor General Ngo Van Tuan sincerely thanked the Chongqing authorities for their thoughtful reception. He highly valued Chongqing’s dynamic development and its important role in the development strategy of Southwest China. He also affirmed that promoting public audit cooperation would contribute to more transparent and effective public financial management.
At the meeting, both sides exchanged views on potential areas of cooperation, focusing on sharing experiences in auditing and public financial management. Mayor Hu Henghua praised the achievements of SAV and expressed his wish to continue strengthening exchanges and deepening cooperation in the coming time.
All meetings and activities took place in a friendly, cooperative, and open atmosphere, paving the way for future collaboration opportunities between SAV, the Chongqing Audit Bureau, and the Chongqing Municipal Government.
